Use a rasp or a bodyfile to cut down the high sides.
Use 36g to form from a bulk mass.
Use 80g to do some finer shaping and smoothing.
Use 180g to really smooth the whole thing out.
I'd also use something poly putty or bondo as your final coat to gain the smoothest possible finish.
