7psi would probably be the threshold. That's the point where you should start to upgrade internals and fuel management. Just to be safe, you should probably stick at or under 5psi until you upgrade.
You can get custom exhaust manifolds for around 400 or 500, just do a search and I'm sure you'll find lots of good info.
I don't know much about the intake manifolds, but I'm sure you can find someone to make or modify one for the right price.

Yes, your motor will handle 7 fine. 9 at the max.
For a custom intake manifold you will have to do it your self or find a good machine shop to do it for you.
The exhaust manifold for a turbo is either going to have to be custom or go to turbo-performance.com, also hks might make one in the future and I think a couple of other companies on here have custom made them.
