Is it necessary to remove the bumper to get the head lights out?

get prepared to hear it, but yes u have to take it all the way off to get to the bolts on the bottom, unless u can snake ur arm up there, but the it would just be to much a pain in the A$$, take it off.

YES!!!
CLICK on the DIY on the top and search for "Clearing Your 7th Gen Civic Headlights (and front bumper removal)"
You have to take off the bumper!!!

well you dont HAVE to...but you should...i've taken my headlights out several times...the last few times i simply removed the screws under the fenderwell and pulled the bumper forward to release it from the clips that are bolted onto the headlight assembly...then i just let it hang down and be supported by the array of clips on the underside of the bumper...there's one bolt that you might have a hard time getting to at the bottom...i just used a long extention and a small piece of that black crud that holds the headlight together to make sure the bolt stayed in the socket when i reinstalled it...crafty arent i...you'll see what i'm saying when u get to lookin at it
