Clutch issues...

My 99 Honda Civic was stolen, when I got it back the car started up fine...the only real issue other than cosmetics is...when I put the car in gear I let off the clutch and the car goes nowhere, nor does it die. I can even put the car in gear without engaging the clutch, and the car doesn't die. I was was thinking maybe the t/o bearing was stuck engaged. Anyone have any ideas...
