I want to know this too. I'm even questioning if lighter wheels with a bigger diameter could still slow you down. You know how if you're spinning around on a chair with your arms sticking out and you pull your arms in you spin faster? Well, you're still the same mass... I'm wondering if the same effect applies on wheels.
Anyway, I'm pretty sure 16" wheels aren't going to be a problem. If you're worried, maybe look into the lightweight wheels.

You probably won't have to worry about it if you get the right sized tires. Whoever is installing will give you some advice on this.
