This is what the web page has to say:
The Tri-Phase module enhances performance in multiple ways. First, it modifies signals being read by the ECU, causing an adjustment to the fuel curve, which is what creates the increase in horsepower and torque, as well as improves throttle response and shift speed. A second feature of the Tri-Phase is it's "High-Heat Signal Correction." In short, when the engine compartment heats up, some sensors that relay pertinent fuel curve contingent information to the ECU begin to lose accuracy due to heat absorption into the sensor. The ECU then reads these incorrect signals, and leans out the fuel curve, which is bad for performance. These errors cannot be corrected from within the computer, there must be an independant unit to correct these errors. The Tri-Phase module is designed to automatically compensate for these signal errors. The Tri-Phase performance module is a simple installation to your vehicle's intake air temperature sensor, maf/iat combo sensor, air flow meter or map wiring harness(see applications chart, vehicles must be fuel injected). Our easy to follow, step-by-step instructions will allow you to get your module installed in about 15 minutes, even if you don't have any mechanical experience.
Tri-Phase vs. Stage 1 G-Box Comparison
The key difference between the G-Box and Tri-Phase modules is versatility. The "+" setting on the Tri-Phase module is roughly equal to that of the Stage 1 G-Box. The "++" setting on the Tri-Phase module is the more aggressive, race oriented setting, which may require premium fuel for use, but provides superior gains in horsepower and torque. The Tri-Phase module may also be turned on and off, which is very beneficial to users who are required to have emissions tests done during inspection. Both modules are a terrific "bang for the buck" and one is not necessarily better than the other, it really depends on what you are trying to accomplish.

I've never heard about it. All it does is adjust the MAP and IAT voltage to trick the ECU into thinking it's pulling in more air at a colder temperature, so the injectors deliver a little more fuel. I'm assuming it would work, but it's not tunable, and you need to actually trust the company to believe that they set it up right for each of the apps on their site. As far as I can tell, it could be just as good as a Jet chip. It works on the same basis as some other engine management systems do, but without the tunability.
If it was truly setup right, and the factors worked good... the price can't be beat. But again, I don't know the company's reputation.

sounds like something he just put together with some parts from radio shack. i doubt it is any more effect than those "+20 hp" resistors sold on ebay to trcik your intake into thinking there is more colder air.
