There is also something an "OPTICOM" that does the same thing.

There are two on ebay cheaper than what you posted.

The company 3M makes the OPTICOMS

There was a guy who made one of these by himself. He's someone who likes to work against the government. Supposedly one day a cop saw him just zooming through all the red lights and pulled him over, and found the device. Trust me, one way or another, you'd get caught.

Yea I've seen kits to make these, its just a strobe light that you gotta tune to the right frequency. It only works on lights that have these black sensors above the lights mounted on the pole.
