I would get the exhaust afterwards. However I wouldn't do a 3" pipe. 2.25 is what I've seen most turbo civics running and it's just right. If you want bigger though the biggest I would go with is 2.5" piping just for suspension clearance issues.

definitely wait until you get your turbo before getting 3" piping. You'll lose all your backpressure if you do it beforehand. Even 2.5" (which is what I have) feels like it's too much
Actually 2.5 is a good piping size. Depends on how much you are boosting. remember 2.5 Mandrel bent pipes = 3 inch crush bent pipes. Also 3 inch exhaust are loud and really annoying on a daily driver, I had it for a while on my Turbo hatch.

i can tell you that 3" is next to IMPOSSIBLE on our cars unless you are only l;owered about 1"... i have 2.5" piping.. then again im dropped about 3-31/2 inches on 19s.. but i scrape once in a while... if i put stock size stires on, then i scrape all over the place... 2.5" is good.. LOL.. cat has 2.25" and he and i have fastest turbo cars.. so far (SLIPS)
