My power outlet isnt working in my 03 civic lx. I would appreciate if someone would help me and tell me how to fix this problem.

Have you checked fuses? I'm not too sure where they are located in the Civics (I drive an Accord - new to the 06 Civic), but they might be under the hood.

Start with fuse #18 in the under dash fuse box (15 Amp ).

Each box contains some spare fuses for replacement.

i have the same car, and there is 2 wires that plug into the adapter behind it and the plug actually fell off, so that might be it if its not a fuse

You can check the fuse firstr but if thats not solving,
Carefully pry out the outlet from the dash. You may find there is not connector to plug the back end into. Seems some Civics were delivered without power outlets and thus the link from the fuse block to the outlet/cigar lighter.
It may help to pry out the covers for options located to the left of ther outlet. Use a sharp blade to start the pry out.
