2000 civic ex BRAKE problem

Exclamation 2000 civic ex BRAKE problem

Hello, I have a 2000 Honda Civic Ex and i just reinstalled (by myself) some brake pads on the two rear tires, which are drum brakes. The new pads work very well, and seem to be functioning properly in all way. EXCEPT, my parking brake now has a problem with it. I can yank the parking brake all the way to the top of my console, and it will barely have any tension to make the car completely brake. Even on a slightly steep hill the car will still roll and not come to a completely stop. I took off my center console and tightened that bolt up a few inches, and it still does not give off enough tension.

So i was thinking about the brake tension arm in the drum brakes on the parking brake side. And i dont know if I properly reinstalled the arm to create more tension in the parking brake. Does anyone know on if the long side of the tension arm(long arm adjuster, where the star adjuster is) is suppose to be facing either inside or outside of the car?

Or does anyone else have any suggestions about any other possible problems? Please get back to me and let me hear your ideas. THANKS.
