1995 civic code reading help needed!
I DONT KNOW IF ITS OBD 1 OR 2, i looked down at the passenger kick panel aand found a loose brown and also black wire and jumped them, check engine light doesnt flash? is this the right wires?

Key off
Insert jumper wire to blue two pin SCS connector
Turn key to ON (II) (do not start engine)
SRS ABS and ECM should output codes using flash mode
So if your SRS light is flashing when you do this then it's working (the SCS circuit is working and its ground is working)
Could mean there are no codes.
Try creating a code to see if the computer can detect it, like unplug the IAT sensor...then go read codes again, see if it now flashes the correct code for that part.

i jumped those, ign in on position, check eng light doesnt flash its just solid?

Maybe you should determine if the ECM is keeping the CEL on, or if something else is keeping it on.

If you disconnect each of those control units, then turn the key on, now does the check engine light still stay on?

the CEL has gone off but the SAS is still on. we have tore the whole dash apart and checked all connections today. all good.
--still have the SAS light on and code 9-2 and speedo not working

There's a whole troubleshooting section in the service manual for the SRS fault code.
I'd probably start by manually erasing the SRS codes and then see if it returns. If it returns then troubleshoot why.
When is the last time your speedo did work?
Got cruise control and does it work?
Got ABS and does it work?
