93 civic ex won't rev past 2k

I recently bought this civic and had a broken crankshaft pulley fixed that now the car won't rev beyond 2k please help changed plugs wires fuel filter there is no cel on I'm thinking it might be a sensor thanks for the help in advance

Check your TPS ( throttle positioning sensor) for bad connection.
