95 Civic LX constant idle at 4000 rpms
I cant get the idle to drop, i have tried to adjust it but it still idles the same. Idk what it is. I just bought the car thinking I could fix it. but it has become a headache. THe guy before me swapped the engine for the B16a SIR2. So if you could kindly tell me how to fix that, that would be awesome.

A mismatch could leave large gaps. That would be a vacuum leak.
I'm just guessing at reasons why the idle is too high.

I can see 2000-2500 for a cold fast idle. MAYBE 3k if really cold. (I did NOT look up any specs, that's a SWAG.)
Idle RPM should drop as the engine coolant comes up toward operating temperature.
After warmup, If the throttle plate was truly closed (and the TPS reads appropriately) and the idle speed is STILL too high-- the engine should be surging 1200-2000 repeatedly, not running at a steady 4k. This makes me think the throttle may not be shut (as indicated by the TPS voltage to the computer).
Is it able to reach full operating temperature?
Is the throttle truly shut all the way? (Does the TPS voltage read damn close to 0.49v when backprobed at the engine harness?)
Is the IAC (and FICV if equipped) sufficiently hot with engine coolant?
Can you tell if one is stuck open?

Im going to take a look at it tomorrow , Ill check again and make sure the throttle is closing all the way. It was never reaching running temp till about a week after I bought it. When it doesn't reach Idle temp. The whole time before it does it just sits at 4k

You're gaining.
See where that passage leads to, and see what sort of valve there is at the end of it. (There are a few variations, I have no idea what your engine has on it.)
Does that valve get HOT with coolant? (assuming there are coolant hoses attached to it.)
