86 Civic 1300 fast idle?

86 Civic 1300 standard.
Runs OK once it warms up, but doesn't seem to enter fast idle on start up, so it will die if you don't keep it revved.. sometimes takes 5-10 mins before it runs fine.
I tried adjusting the fast idle screw, but no effect. I also performed the test in the manual (chapter 11, manual in the redpepperracing site) to see if the fast idle is being activated (disconnecting vaccuum from the choke activator thingy), and it appeared to fail the test. Manual says to open up the choke activator thingy and check operation. Wondering if there were any other tests or ideas before I do that since it seemed kind of complicated and I probably wouldnt know how to "check operation".

For having to rev it up at start to keep it running you probably have a throttle sticking or even the fuel pump is going bad or the fuel pressure is not like it is suppose to.

hmmm. well the fast idle doesn't seem to engage on start up, which it is supposed to. But, to your comment, I also failed the gas tank pressure test for emissions. Possibly connected? Reminds me, I need to make a post about that. thanks...

ya if you fail the pressure test then your fuel pump or regulator is probably bad and another reason why your car will not stay stated unless you hit the gas. When you hit the gas it helps build that pressure up a little and add more fuel and if you dont hit the gas then the car will die because there is not enough gas getting to the motor.

right on, but it idles fine once it is warmed up, not sure if I stated that clearly earliet. does that still go with what you're saying?
