Broken bolt on valve cover

Broken bolt on valve cover
I noticed a hot engine smell - found that one bold closest to oil-filler cap is broken. It's so loose I can take it out by hand. Hardly no thread visible.. Any suggstions on how to repair/remove the end that is still down there?
What risks do I take by doing nothing?
