Problem with '93 HB... Transmission?

I bought a '93 HB in April, and it's been running fairly well thus far. It needs new shocks and struts, the dash lights flicker at times, and my driver window won't stay on track, but these are minor things I can deal with. One thing in particular is a major concern, however:

When I accelerate past 40 MPH and let off of the accelerator, the car produces a winding sound that becomes higher and higher, and then resets and starts again (in most cases). When closer to 40, it'll just sound like a quick rev and stop. It only goes away when I accelerate at all or it goes below 40. I think it might be something in the torque converter, but I'm not too car-savvy (yet), and I was hoping someone here would know of a similar problem or a general area to look at to remedy this problem. Any help would be greatly appreciated.
