91 hatch with issues

so heres whats up i have a 91 hatch d15b2 stock motor no major mods the car ran perfect till i jumped time i have the time set on the car now it runs shitty heres a list of what i have tryed

set the time,new timing belt,injectors,air idle control valve,main relay,check the dizzy"cap and rotor" spark plugs ,adjusted the valves to OEM spec,fuel presure regulator,oil change fuel pump kicks on.

when looking at the spark plugs thick black carbon bulid up was on them and when it does decide to run i can smell fuel and see extra fuel on the butterfly in the throttle.

the ECU (pm5) is hooked up correctly i took the lid off looks perfect no rust everything is shiny and when they key is turned on it shows the one flash and does not throw any codes to check the ecu i started it up and pulled one injector plug and throw a code 16 "fuel injector" reset the ecu does not flash so my questions are.

what would cause the engine to run shitty after jumping time and re seting the time to OE spec?

how do you advance the time i tryed turning the dizzy it retards it can i advance it from the cam gear from going counter clockwise or clockwise.?
can the ECU be faulty in the o2 sensor reading map ect and still run the car?
