Front Passenger Door Won't Open

1999 Sedan, been sitting since February 2015, bought it last week for $500.

Door won't open, I think the lock is seized (Can't pull lock tab up, both handles feel like you're trying to open a locked door, they won't go all the way), Key in the door turns in the lock direction ok, but I only get a partial turn going the other way before the key stops moving. Sprayed some lubricant in the lock, going to let it sit for a day and I'll see if that freed anything up tomorrow.

Is it possible to remove the interior door panel with the door closed?
Any other ideas/input are much appreciated.

Sort of. You may do some damage getting it off while the door is closed. You'll probably have to unbolt the seat and toss it in the back for some room to work.

Pop the outside lock linkage loose and see if it frees up?

Good chance the latch is broken internally. Hope it's easier than that but that's my guess.
Google for ideas on how to open a Honda door with a broken latch.
I once found a couple showing places to drill to get the latch to release.

That's what I'm hoping to do if the penetrating fluid doesn't do anything.
Fingers crossed that the latch isn't broken.
Thank you for the tips!

Well the latch was broken. Found this write up and managed to pop the door open!

You have to feel around blindly with a pick and push a little pin down.
