SRS/airbag light stays on after replacing cable reel (clockspring)

My 98 dx Civic's SRS light won't turn off after replacing the clock spring. Meaning I disconnected the airbag to remove steering wheel. Things I've tried:

I jumped the SRS connector plug under dash that goes into fuse box(watched YouTube videos on how to do that after Googling my issue), disconnected battery overnight, and reinstalled the clockspring again making all the connections again especially the srs connections. Then did the jumping of that reset connector plug and battery disconnect for hours again. Still, the red SRS light is on in my cluster. I've been doing these reseting attempts for a week in all different ways. What else can I do? I installed identically to the previous factory one very easy just connectors. The new clockspring is the same as old except that its got the wires for cruise control. It came from same year civic as mine except lx(cruise) not dx.

Read SRS code, see why it is on. Maybe it's not because of the work you did, maybe it's something else.

Battery disconnect and the usual ECM SCS plug can't erase airbag codes.
Manually erase the code using the MES connector in the fuse box and the correct method (PITA LOL)

Is the clockspring any good NOW? If it was spun or installed un-centered you can rip the contact strip out of it.
Does the horn work?

Compare terminal locations and continuity checks between old and new clocksprings. Make sure all terminals match and go to the same places in the connectors.

How do I read the SRS code? Just a normal engine code reader reads this too?

Jumper the usual SCS connector, that should get you flash codes to count.

codes 1-9 should be flashed in a series of one second blinks.

If there's 4 rapid blinks that will count as 10, then add the long blinks to 10.
So if you saw 4 short plus 3 long that equals code 13.

2 sets of 4 rapid blinks would represent 20, then add the long blinks to 20.


No, a simple engine code reader can't touch SRS.

No, a simple engine code reader can't touch SRS.
I've been using the SCS connector but with no success. When I attach it to the plug (jumping the plug), the SRS light stays solid. SRS light never blinks. What position should I have my key turned to? I've tried in all positions, even while driving.

Key off...insert jumper in scs connector....
Key on (do not start engine)....
count flashes (other lights may be flashing too)

When i do this, the SRS light is solid at first then goes away for <b>7 seconds</b>. Then becomes solid again. Never blinks except that 7 seconds off then ON forever. Did this several tries and same result. Cruise works

Which brand SRS control unit does the car have?
NEC
KEIHIN
SIEMENS


Under NEC brand... 'no codes' the FSM also has 'light stays on', light stays off', or 'light comes on after self diagnosis'....that one says to check power (blown fuses?)
Check fuse 13 and 23 in the dash fusebox......either blown?


Have you tried reinstalling the original clockspring to see if it goes back to normal?

EDIT: SRS light goes off for exactly 7 seconds when key is turned to position II, not 3 seconds. After 7 seconds, the light returns and stays solid forever in position 2 and 3. No blinking.

Fuse 13 and 23 are definitely good visibility. And I swapped with spares.

I have not reverted to original clockspring. Original clockspring was no cruise. New haVing cruise wires is only difference.

Im not able to remove steering wheel or airbag because away from my tools for months probably. Thought this light was gonna go away once I reset.

Without a scanner that can read SRS fault codes as verification of the blink code issue, it's looking like an internal control unit issue. Know anyone with an identical car? Test swap the airbag control units?
