Squeaky Belt

So i just re built the engine in my 97 EX. When i got the engine back in the belts have been squeaking like crazy when the RPMs are high. And yes i have tightened all belts and noticed no difference so i loosened them a little and no change so i re tightned them. So since the belts are tight, what could be causing this?

Oil or some other foreign substance could have gotten on them. May need new belts.

Put a paint line (or chalk, anything to make a visible mark) across the inner and outer sections of the crank pulley. Start it and rev it up high once so it squeals, shut it off. See if the outer ring of the pulley has moved.
