Exclamation 99 civic 3 door hatch starting problem!

99 civic 3 door hatch starting problem!
this is hard to explain, I've tried explaining it to friends and they don't understand what in saying lol. I'm no car expert so please bear with me.
My car has been having problems starting, and its 90x worse when its cold outside. The cooler it is the worse the problem is. I will turn my car onto the on position and I have to wait for the check engine light to come on before it will start. I see the light turn on and I hear my fuel relay click and then the fuel pump starts.,a friend of mine said its the computer. But would that problem be worse in the cold than when its warm? New relay and fuel pump already.

That seems to be something they do. Electronics going bad can be very affected by temperatures.

Experiment: Pull out the PCM, take it in the house at night. Keep it warm. Plug it in in the AM and start the car. Start right away this time?

how much fuel do have in the car when trying to start? Civic's are like that at least all of mine are, below half you have to wait for the fuel relay to click then like 2 seconds later you turn it over.

The symptoms sound like the main power relay needs to be resoldered or replaced. It is a common problem on the 90s models. The vibrations over time crack the solder joints to the relay and it takes a moment for the electricity to jump the crack and activate the relay. This is often worse in very hot or very cold situations. The relay on this model should be located behind the glove box bolted to the inside of the passenger side of the dash frame.
