cable reel or clock spring please help!!!

I got a second hand cable reel for my 99 civic lx, but I was wondering how do I get it centered? I know it says top on the part, but I don't want to install it with say 3 turns to the left and when I turn to the left it will break because of over turning. I don't know if this is possible, but I want to make sure. If anyone has info on this problem please respond. Thanks again!

This is all I could find that seemed relevant,
(C&P from Hondas service info.)

Unit is already mounted on the column in this case....


14. If necessary, center the cable reel. (New replacement
cable reels come centered.) Do this by first rotating the
cable reel clockwise until it stops. Then rotate it counterclockwise
(approximately two and a half turns) until
the arrow mark on the cable reel label points straight
UP.
15.Install the steering wheel, then connect the horn
connector and cruise control set/resume switch connector

Etc.
