no.1 cylinder question

ok so i have read alittle bit on google and **** and was reading that the no.1 cylinder is the closest to the camshaft pulley or for my engine d15b7 being spark plug number 4. is this correct? because if so when i turn the crank to where right before starts sucking air into the cylinder the camshaft isnt at tdc. but i did take the cam pulley off and set the other belts to tdc then tried to start it and wont. but is acting liek it wants to. any help is greatly appreciated.
