Should I buy this honda civic?

Should I buy this honda civic? The car has minor scratches and dents, does not look bad, but
it has a few decent sized dents on the hood and a back cracked bumber.
The hood and bumber are spray painted black.
The interior looks good, else then a missing pull for the hood.
Someone also tried to still the radio so around the raido there is cracks.
Autochecked it came up good.
Should I take the car to a mechanic to look at it?
The car is worth about $3300 in good
How much should i pay? He doesn't want to go lower than $3000
Should i pass? should i buy?

You didn't tell us the year, how many miles, the model, link us to an ad; all you provided was a brief description of what sounds like an overpriced piece of **** that's a step away from being sold for scrap.
