Custom interior
Does anyone know of a reputable upohlstry shop in the Houston, TX area that can change out the plastic gray interior/dashboard parts of a '99~'00 Honda Civic hatchback and make the interior all black? I envision a black on black civic. <!-- google_ad_section_end -->

An upholstery shop won't work on plastic. Your best bet is to get your hands dirty and do it yourself. There's an excellent write up on how to do it correctly on honda tech. You will also save some serious money by doing it yourself.
