98 EK Misreading RPMs

On my 98 ek, the cluster was swapped out for one that was in an automatic. Idling at operating temperature, the tach reads 3k. As i rev the motor, the RPMs increase accordingly (steadily increases, when im at 3k for real, it reads roughly 7500). I was doing about 80(5th) on the highway the other night and the tach STILL read 3k, and randomly spiked to 5k and stayed there. I've read other people having this same problem, but also having some pretty bad performance issues as well, such as bogging down at highway speeds, slow acceleration, ect.. None of these are happening with mine. I'm just wondering if i can take the cluster apart, and manually set the neelde back to 0, or if its another more in depth problem.
--Any ideas?

Did it read right before the swap? If so, then it's the speedo. You can take it apart and try to re-set it, but will probably have to get a new speedo. Try the junkyard or CL first as a new one from Honda is $$$.

* Be sure to put the gauge cluster back together exactly like you took it apart.

I would also try to see to get and corresponding cluster (is yours auto or manual?)
But isn't something wired incorrectly during the swap?
