Wheel locked up?

Is it "normal" for my passenger front wheel, when jacked up, not to turn at all? even with the caliper off?? 99 civic ex auto trans. I was told "it was" on an automatic. Doesnt seem right though. Car also pulls to the left or right when braking, only sometimes.

I was told by an autozone guy, that i have a bad wheel bearing. Is this still possible with no grinding, popping, or squeaking noises? Someone please respond with some diagnostic tests to confirm if its the bearing. Wheel wont turn even with the caliper off. Caliper bracket seems on there for life. Is this a possibility to make it not turn?

Edit: just read " Bad wheel bearings can cause a pull to one side while braking" But my brake pull is intermittent ! It only happens once in a while and jags hard to the left. Sometimes the right.

If you took the caliper off and it's still not turning it's the wheel bearing. Pull to the side is probably tie-rod ends.

Ok. So why would a wheel not move when jacked up but still turn while in drive?

Ok, So i looked for wheel bearings and by the time i buy them and have a shop put them in , wouldnt it cost the same as just buying as new front hubs with the bearings already installed and just put them on minus the wait? Looked on ebay for the whole assembly and see nothing but bearings..

No, because bearings are $40-60 while knuckles are $200 and the flag hours are about the same. The only reason I would buy the knuckles w/bearings is if I was doing it myself and didn't want to do the extra labor (wheel bearings are a b**ch sometimes).

Well i have no wheel play, and no noise whatsoever. i show no signs of a bad bearing other than a stuck wheel. im still skeptical that its the bearing. Are these cars both front wheel drive ? or just one? Anything to do with it being an auto trans? Anyone else know? Im not gonna just guess and throw parts at it. I fixed the brake pull today by putting on better pads and getting it aligned again. Passenger front wheel wont turn when jacked up though still. No drivability problems though now.

Halp may. Both wheels are supposed to turn on the front when jacked up? (dont get annoyed) i just dont know alot about suspension components. Im more of a diagnostic, electrical person.
