I used cable-type snow chains on my car, and I'm lowered with 17" rims.
pretty much the exact same as the ones pictured on this website. I bought them at a Checker Auto, I think...

I would get snow tires.
Chains/cables do not last long you will end of replacing them a few times if you drive alot. Plus they are a pain to take on/off. And you're not supposed to go over 25mph with them on or they will most likely break.

u think cinderblocks in the trunk will b enough? i kno it will lower my gas mileage by a little bit but its worth it if it keeps my car from sliding..and i dont have anti-lock breaks so wen i ever i slam on the brakes in wet weather my tires stop moving but the car keeps sliding

don't slam your brakes. Pump them.
As for the cinderblocks, I don't think so, but that's just my speculation. The cable chains I bought were only $30

Cinderblocks will not work. Pickups do this, because they have no weight over there rear wheels that drive the car. putting weight over the rear wheels on a civic will only hurt your traction. If you where to add weight it would need to be on the front wheels.
I still suggest you get snow tires. You can pick up a set for about $300

Here in Ontario, Chains are illegal (figure that one out). Your lucky that you can use them. I'd start with snow tires as well and and work my way up to chains if your still not satisfied. Half of winter driving is going slow and being careful.
