Blower motor resistor. About $25 at autoparts store. Don't have 6th gen but, according to the diagram you have to take the assembly apart. Good luck those things are a b*tch sometimes.

The part is listed as a "transistor" this is the solid state replacement for the "blower resistor" that has been used for years. The blower resistor has coils of nichrome wire used control speeds.
They both serve the same function and both are cooled by the blower fan while operating.

I think the Si has a different setup because I took apart the glovebox and got to everything, but like I said, I can't go any further. Weird. I'll go back and check because I tried this a while ago.Okay, I unplugged the wire going into the resistor and hooked it up to the new one I've had for ages. Still only works on high and super high. Switch perhaps?

I would like to know if this solved the problem.
I have that exact issue. Fan only runs on high. So I changed the resistor a couple days ago. The problem has not gone away though.
The other part of my problem is that sometimes it works perfectly. All speeds no problem but that's about 10% of the time. Today I start the car after work only 'high' works, drive to the grocery store, shop, start the car and all speeds work for the entire 1/2 hour drive home.
Any thoughts on that?

i have a diffrent problem,
but still have to do with the fan and have no idea how to take it off,
it still works on all setting but i get a loud rattling noise inside there,
could it be debris going in there or the fan blade is starting to let go

^^ I don't know what gen your car is but mine is 6th. It was easier for me to remove the blower fan and drop the resistor out the bottom.
The fan is like a basket or colander and mine had a bunch of leaves and pine needles in it. Could be you've got a stone in there.
Take off the trim panel over the ABS controller and remove 3 gold screws around the blower motor and the entire thing will drop down. Remove the 2 electrical clips and you can squeeze it out without removing anything else. Clean the crap out of it and you should be good to go! Wish my prob was that easy.

mines doesnt have abs controller but once u said pine leaves it rings a bell
i will take it apart next week and clean it out thanks alot

O.K.
So I saw someone pointing out the switch/control panel was like $300. Is there some component of that that would be a cheaper fix, like a dashpot? I've got extremely good multimeter/soldering skills if there's some component inside I should be looking towards.
I doubt it's a short too. Nobody has ever touched the back of the dash of this car by the looks of things. Everything is clean and tidy, wiring all pinned in it's original positioning, etc,etc

You can get a used switch off of eBay for 30 bucks if that's the issue. That's what I had to do. I replaced my resistor and it was still only working on high. Figured it was the switch. Got one and now all my fan settings work again.

It's alot different up here in Canada, parts aren't cheap no matter where you go.
That resistor cost me $60 the other day. I checked the wrecker today and they have a switch but it's $75. Ebay Canada has nothing for parts and you pay duty shipped cross border.
The other issue I have with the $75 wrecker part is that it came out of another 10 year old civic and it may only last a week, month, year who knows. After the holidays I'm going to pull it and figure out which 5 cent part failed in there.
