Engine seems to be holding back on accel

I have a 96 with the vtec. When accelerating,between 2-3000 rpm,it seems like it's holding back. notice slight lunging effect. Once I get over 3K it picks up much better. Not missing,no known fuel problems. No check engine light on. It's been like this since I bought it a year ago.
It doesn't do it so noticably when engine is cold,more so when warm. Almost acts like fuel is leaning out. but if you run it wide open throttle after 3k it runs great. Appreciate any advice. Tom

Usually, I'd start checking if the basics were serviced (sparkplugs/valve clearance/timing belt/etc.) then check for oil leaks and such.

Anything electrical/sensory related I'm not a guru on.
