99civic with d15b block

i have a 99 civic ex it should have a 1.6 but the block says d15 i also cant get the vtec to work car cuts out at 5500rpm any ideas

Is the check engine light on? If it is the VTEC will not work.

the car is a race car now i still have dash in car the tach is the only thing that works on it
