Decrease Body Roll

How can i decrease the body roll on my civic without getting a complete lowering kit? All I want are the tires to stop rubbing against the wheel wells when going over bumps and on sharp turns.

Sounds like your wheels have the incorrect offset. There should be no rubbing at all with stock ride height. Check the offset of the wheels as I'm sure they are incorrect for your vehicle.
To reduce body roll you will need anti-sway or anti-roll bars. There are many companies out there that make them for your car. But keep in mind that it does require more driving skill, especially in inclement weather with reduced traction. The weight transfers much more quickly and if you aren't used to it, it's really easy to lose control.
