i just bought a 97 civic with halo headlights. the lights are foggy and need resealed. how do i do it and what do i use? ive searched on here but no one says how to do it that i could find.
do i need to take the bumper off to remove the headlight to do it?

yes remove the bumper, its just screws and clips holding it on. then the headlights can be opened around the edges with a heatgun. once its open, clean up any dirt and dust, then add some new sealant to the inner channel (3m windoweld ribbon at the auto store works great). heat up the goo and press the lights back together while applying heat and using pliars to clamp it together. most residue will be on the outer lens and a good plastic restoration kit will help to clear up the haze. but if they are leaking water, you should reseal them anyway.
