Question bumper isnt flush....

Obviously when dealing with the headlights you gotta take off the bumper, well since the I can't seem to find a way to get the bumper flush with the Hood there's about a 1.5 inch gap now, I've lowered the Hood as much as I can but the gap is still there, any tips?

Please give more detail...and possibly pictures. The tabs are on top of the radiator support, correct? Are the retainers in place just below the headlights and the bumper engaged into them correctly?

Yep all the tabs are in place, I have all the screws where they need to be and everything, its a little late to go and take a decent picture but I'll get some up tomorrow I was just wonerimg if anybody had a similar problem.

i think it has something to do with how the clips sit in place. you may try and put some spacers so that the bumper sits slightly higher. but mine was like that from the factory and almost every civic ive seen has that gap.
