2000 VTI revs fluctuate

2000 VTI revs fluctuate Every now and then, when it feels like it, the engine drops revs by about 1800revs and then builds back up again. This only happens in motion when there's no load on the throttle. Not at tickover. Not when accelerating or decelerating. The engine managment light doesn't always come on. When it does, it doesn't register a fault. Has anybody else experienced this and what was the solution?
