01 Civic gauge Problem

I am looking into buying this car, but the gauges are broken and i wanted to find out about much money i would have to put into it. The car starts fine, but all of the gauges are twitchy. they rapidly move and the lcd for miliege also rapidly shows weird letters/numbers and is unreadable. what would cuase the all the gauges to not work like this? Thanks for the help.

maybe just a gauge cluster issue? the first thing to try is find a replacement cluster on ebay, anywhere from $50-100. search ebay for "01 civic cluster" if that fixes it, good. if not, it may be a bigger problem. is the charging system in working condition like battery and alternator? any loose ground wires? maybe take the cover off and play around with the wiring going to the cluster.
