There's a resistor that controls the speed of the fan. There is a separate conductor for each speed setting - the slower the speed the longer the conductor. Anyways, they can burn out if you leave your fan on all the time. What model Civic?

The "blower resistor" units mentioned are normally mounted near the fans air flow to keep them cool during operation. Most likely near the blower fan in the duct work. It will have 4-6 wires and a removable plug leading into it and mounted by 2-3 screws.
Once you have it out you can look it over for open coils.
