CIVIC 99 LX: The rub above the weatherstrip


Could anyone help me with this? In the photos, you will see that the "rub above the weatherstrip" is a bit misplaced, leading to a little gap which might allow in water when I use automatic carwash.

How is this "rub" fitting into its place (glue?)? In order to let the door close as tight as other doors, shall I just cut off a bit of this "rub" or replace it for a new one? Where can I get a new one (what's its name....how to install)?
