is it Clear coat fail ? :( SO i was spraying my hood with friend and i got some over spray on the left panel. i tried to wet sand remove it and it wouldnt go... it has turned into a weird mark... when ever i put water on it it dissappears and the appears back again right after when water dries :S .. i tried doing clay and waxing no results.. waxing reduced it a bit but it is still there..

I know zilch about paintwork.
Sounds like you didn't have anything masked off properly. Tsk, tsk. Did you overspray PAINT or CLEAR?
The old paint was not an issue prior to you getting overspray on it?
Were you able to sand all the way down to the old clear so all of the fresh (paint?) was actually removed?
You described "microscratches" still in the paint. (Water fills and hides them temporarily.)
Do you need to use even finer grit sandpaper?
Did you buff after sanding? (You say you tried clay and wax, but no buffing!) Regular wheel, then foam pad?
Go visit a real body and paint guy. See what they have to say about it.

If it was still wet, maybe a liquid product (thinner) would have been a better choice.
Or let the overspray dry, then deal with it.
Too late now.
I'd still go see a pro for real advice, before screwing it up even more.

it wasnt totally wet like watery.. it was dried but was fresh

If it looks OK wet or with wax my guess is you sanded off the clear coat. The clear coat basically gives the finish the gloss. It's also possible you badly scratched the clear coat and buffing it may bring it back. Water or wax will mask the problem by provide a temporary gloss.
I'm not sure about all colors, but on some of the ones that Honda does clear coat they don't do the whole car. For example the inside of the trunk on the silver Civics have the color coat but not the clear coat. You may be able to compare the section you worked on to the inside the trunk and see if it is similar.
