Keyless entry mystery

I recently bought a used 03 Civic Coupe LX from an owner. He told me when I bought the car it has a keyless entry system but the remote broke and I would only have to buy a new remote.

So after purchasing one off of ebay adn following the included directions, no luck.
After an hour of frustration I took it to the local locksmith and he wasnt able to program it either.

Frustrated, I went to the stealership and after purchasing a new remote, still no luck.

The only thing I have checked is the back up fuse under the hood and the remote on another civic. Any suggestions?

Keyless became standard on LX models in 04.
