crazy air flow question

Ok, I have a 05 EX with a AEM short ram. The question i have is the two fog light covers. I don't have foglights in them, just the covers. If i remove them will it let more cooler air into the engine bay (i'm sure it will ) and if not will it create some drag. I've seen some with them off and some of them on. Any thoughts or ideas are appreciated.

cut it and replace with black mesh! you gotta cut it tho, they are not covers but actually part of the bumper.
