The way that it goes about adjusting camber.

Both adjust camber just by different means. Plates usually also allow you adjust caster.

I'll be getting coilovers soon. Regarding the rear end I was wondering if an arm would be fine or if that was best. I'm gonna be lowering about 2 inches

camber plates applies to front MacPherson suspension.
Camber arms will apply to either the rear multi-link or double wishbone suspensions (F/R). you don't want camber plates in the rear - picture your car with your legs poking out of the trunk while you try to adjust a plate on the top of the shock towers. And making it at 0.1 degree accuracy
