Starter?

I have a 2006 civic with about 230k on it I have'nt start it in like 3 months because I was at my Fl house. I keep this car in NJ for when we visit family.
I tried to start it and it cranked very slowly just a few times and it appeared the battery is dead.I tried to jump start it to no avail.(just a bit of turn over)
I went and purchased a brand new battery which comes pre charged. I measured the voltage and it was 12v.
The starter turns once or so very slowly. The connections at the battery are clean. and the wire to the ground his tight and clean.
Could it be the starter? how difficult is it to change it. Im handy and I have tools. I changed a few starters back when and it was very easy.
Any help or input is greatly appreciated.

Try tapping on the starter housing with a hammer's handle or other tool that will fit while starting the engine. Will need a helper. Check all local grounds to starter from chassis. Also make sure the inner circumference of battery terminals are clean for optimal contact.

If it still doesn't work properly then pull starter and have it tested at an auto parts store or use jumper cables and battery to test.

I measured the voltage and it was 12v.
What's this voltage WHILE the starter is operating? (or trying to crank, as the case may be)

Thanks guys. I took a gamble and had the starter changed by a small shop for $200.00 labor cost without a father diagnostic
They wanted almost $300 for a rebuilt starter by I got my own from Auto Zone for like $130.00. The car starts fine now. I just didn't feel like crawling under and the shop was next door so they just pushed it in . Merry Christmas.

Does that shop charge $200 an hour?..because that's the amount of time it should take to replace a starter. Anyway, as long as you're good with it is all that matters.
