If the car did not come with fogs from the factory, there is no harness for them.
A harness and all the pieces needed to install came with a Honda accessory foglight kit.
(there is a single wire in the factory harnesses that passes from the interior to the engine compartment for the foglight kit to connect though)
You could strip a car in the boneyard if you could find one with accessory lights, you could get a kit that has some or all of the needed wiring harnesses, or you could build your own wiring for it.
The complete foglight kit, or individual pieces and sections of the wiring may still be available through a dealer parts department.
