Intake cone air filter rotates or fixed?

Intake cone air filter rotates or fixed?

ok, this may sound stupid....but does the air filter at the end of AEM or Injen intake suppose to rotate when the car driving or does it just stay fixed? if it stays fixed, where does the "hissing" sound comes from?

correct. the reason why it "shouldnt" be spinning is that the metal clamp u put on it to secure it to the pipe should be tight enough that the filter will not move...i.e fall off

fixed, mine has fell off once stay underneath my battery though so it's all good didn't have to buy a new one, so be sure its tight.
