help needed- motor mount problem

My sister in-law has a 97 civic 1.6L. I am replacing the timing belt for her. When I tried to remove the left lower engine mount, something snapped and now both bolts spin freely. I'm not sure if there are blind nuts in the body that the mount bolts to, but the bolts are now spinning freely. How do I fix this? Has anybody had the same problem trying to remove rusty motor mount bolts? Thanks for your help.

Can I get to the nuts to re-weld them? Perhaps by removing the bumper?

Had this happen to me not too long ago... i took it to a local shop. they cut the old bolts, drilled through the top and dropped new bolts in going downwards with the nut on the bottom.
