Tps adjustment help

about the tps i know how to adjust it i know the volts its supposed to be on is betwen .45 volts and .50volts when checked with the multimeter but i have a issue my tps adjust between the ranges of 1.7volts and 2.3 volts it wont let me go any lower than 1.7 volts cuz it hits the end of screw and if i go the other way it goes up to 2.3 volts then it hits the screw in that direction also .. it wont let me go low enough to hit .45v- .50v.... does this mean my tps is bad? does anyone know? any advice.. what is the range when you initiallly install a TPS on a throttle body ?

well you have to move the actual tps sensor around on its mounting plate if you are not able to adjust it enough. im not sure exactly but i dont think youre supposed to use the idle screw. that just opens and closes the throttle plate and can make things even worse if the plate is not sealed at idle.
