well from that, I dont think anyone has a clue what the heck you're asking.
air/flow gizmo? You mean a turbo?
Plenty of them spool before 4500, if it takes that long, the turbo is too big.
Anyways, if I can figure out what you're asking, and thats it, there's a huge thread on top of the FI forum that spells out peoples setups.

If you're trying to stay under the government's radar then you should research whether or not your turbo'd car will pass Ontario's emissions tests. Not trying to discourage you but just want to make sure you've considered the legal aspects of boosting in our lovely province.
BM1, I'm guessing he's talking about an air-fuel gauge.

I highly suggest reading the turbo FAQ at the top of the Forced Induction section, there is a ton of info there that should answer your questions and help you decide which engine/fuel management system to go with, along with choosing a turbo and deciding how far to go with engine internal work. Sounds like you're just getting started with learning about boost so reading that will save you many painful hours of searching and asking questions that may get you flamed.
