RPM in the morning

First, I own a 2001 Civic LX 5-speed. I cleaned my TB, which really made the engine rev crazy (3,500 RPM in the moring and 1,900 RPM when hot),so I adjusted the idle, which now seems to be fine while the engine is warm, but when I start the car in the morning it still revs at 2,100 RPM for about 5 seconds, then lowers to 1,400 RPM for the next 5 minues, then finally settles at around 790 RPM when the engine is at operating temperature. Is this 2,100 RPM idle normal when I first start my engine when it's cold? Or should I lower the idle a little more?

the highest ive seen in my car is 1500

The computer controls the idle. Mechanically adjusting it is only a temporary fix at best. You may have a slight vaccuum leak. It would be more noticable with a cold start until everything expands and the computer see warmer coolant temp. If you took off your TB to clean it, check the TB o-ring seal and make sure it didnt get pinched. If you happened to disassemble the IAC valve check that seal too. Also check any rubber vaccuum hoses for cracking or abrasions. More info would make it easier ro diagnose. Vaccuum leaks are pretty common so that would be my first guess.
