ABS is crazzzyyyy

well its been happening since i got the car. whenever it rains, i get this LOUD (louder than my exhaust AND intake) on the right side fender of my car. and i also feel vibrations going through my shifter (auto). as soon as i slow down, the noise slowly goes away but comes back if i move. when i turn off the car and turn it back on after a min or two, theres a LOUD pumping sound coming from the right side. then it drives fine until i hit another puddle . im thinking its the ABS pumping but what would cause this to happen?

you have an 03 EX not a s2000?

Doesnt sound like your ABS...
